No cool upstairs unit. Found condenser flat. No refrigerant in it. Weld it up leak that the lid rubbed in the discharge line and pulled vacuum on system. When I started up system compressor did not want to start. Run capacitor was low so I changed it out to a new turbo 200. Compressor Still would not start. Had to add hard start kit in order for it to turn over. Since compressor head overheated it took a long time for me to get it started. I had to call the compressor down four times before it would stay started. System seems to be operating properly.
