Found that both upstairs and downstairs returns are not hooked to duct correctly.2/11/20. Connected both second and third floor returns using 7†flex duct, 2 start collars, and 1 7†90. Sealed around both boxes with clear silicone caulk. System cycled on and had pull at both returns.
