Found outdoor unit not running upon further inspection located run cap 45mfd that tested bad. Replaced run cap and unit started up next part that should be replaced will be outdoor fan motor . System has a delta t of 20 degree difference. Unit draining correctly at this time also noted that system does not have safety disconnect for hvac system.
