Perform panel inspection. The panel has over hearing markings on the busbar on breakers. Some of the circuits have been melted back. Highly recommend a panel replacement asap. The room in the basement needs to have a single room restoration performed to replair the bad outlets, lose connection and mis-wiring. When replacing a panel; a permit must be obtained and all county and NEC codes requirements must be meet. Which are 110 volt smoke detectors with carbon monoxide detection installed in all required areas of the home. They must be all interconnected with battery backup. A updated grounding system would be required as well. I would also recommend a Electrical inspection of the home.
