The complaint is a fluctuation in temperature on the hot side of the water system, we started at the water heater confirming that it was heating and producing hot water, it was producing 145° water but at every fixture we would get fluctuations from 60° all the way up to 145 and it would take some time before it would be consistent hot water coming out. After running some more tests we found that there is a cold to hot cross-section somewhere in the water piping what does means is cold water is being pushed into the hot side. We were able to confirm this by turning the Water off to the hot water tank and disconnect in the hot supply but there was still cold water pushing back into the hot water heater we searched the entire house even underneath it but we could not find the crossover.
