Conducted a residential electric water heater diagnostic. Upon initial inspection, I noted that the water heater did not have a grounding wire or seismic strapping, the electrical cable was not armored, the temperature and pressure relief valve discharges directly into the crawl space and that no drain pan or drain line was run from the water heater to the outside of the home. Shut off the breaker to the water heater. Checked terminals 1 and 3 to confirm 0 volts. Noted 246 volts with the breaker off. The customer or handyman who was present were not aware that the breaker panel labeled hot water heater does not isolate power supply to the hot water heater.
