TPR valve is in good condition, TPR valves are for temperature and pressure relief only and not to be tampered with or exercised, tampering can cause valve to fail. Hard piping has no issues and there are no codes stating a water heater cannot be hard piped. Tampering with piping can cause unrelated issues to arise.
