I completed a diagnostic on a Carrier AC unit. I found the electrostatic filter has the cells but not the screens, filter is doing absolutely nothing. Evaporator has a pile of dirt on it. I also found the condenser fan not coming on due to a dead cap. I replaced the cap, washed the unit, and let the compressor cool down. The outdoor unit is now working properly.

Upon arrival, I found that 1 of the 2 damper actuators for the main floor is opening and closing none stop, and noise is coming from actual damper itself. Actuator seized up completely after a short while. Needs a damper and actuator for this. Customer wants to move on with ordering part and can go back to repair.
