Manager explained it was blowing air but it wasn’t cold. Went to outdoor package unit and found a trip on high head pressure. Reset system and made the call for cooling, after 5 minute delay one compressor came on and only one fan motor came on the other one was seized and not spinning. Tried to force it to spin but failed. Since the second fan motor doesn’t kick on the compressor head pressure gets too high and shuts down to protect the compressor. Took video of the unit reac
