The elements registered 12.6 ohms respectively way below the allowed threshold on the unit. Having all this information and Ethel living on a second floor unit. The only sensible answer is to replace the water heater. I presented several options. Ethel picked the good option and paid in full. Ethel was very happy with the presentation.
