I completed diagnostics and found the condenser coil 100% blocked, I cleaned it off with the hose. I found filter 100% blocked, replaced with new one that was next to furnace. After correcting the air flow. I was able to determine system was low on Freon and explained it to the landlord. The landlord gave me permission to add R-22, I added 1 # and uploaded before and after pressures. the system is cooling with in manufacturing specifications at this time.
