We looked around the complex and found multiple cleanouts. The blockage is between the back toilet and the cleanout. I pulled the toilet and cleared the blockage. The two apartments have back to back toilets. This makes drain cleaning very difficult. It took several attempts to go down the drain and not hit the neighbors toilet. It was uncertain what caused the blockage. The flange for the toilet was in poor condition and the floor was extremely wet. As per Glenn I set the toilet on the existing flange. The floor is so wet I was unable to caulk the toilet.
