Estimate to replace all the cold angle stops on the cold side only and replace the hose bib in the backyard and attempt to back flush the cold water feeds by blowing them back to the service riser. This is an attempt to clear the lines before any another major repairs are done or recommended. So there is no warranty. Also there is a chance faucets or cartridges need to be replaced in order to be able to fully solve the problem.
