The problem lies with standing water and rust in the burner compartment. I found the water leak was from a backed up condensate drain for the air conditioning coil. I accessed the condensate trap cleared with high-pressure CO2 and flushed with 2 L of water. I cycled the air conditioner with a 21° temperature drop. System is in proper working order at this time.

Call Back. Found a bad compressor off on thermal overload tripped breaker due to the cost of repair on 25+ year system, customer replacing furnace and AC.
No cooling. Upon arrival I found that the capacitor had melted down on the hermetic tap. The wire was melted off as well. I repaired the wire and replaced and tested the capacitor. I cycled the system with proper operation. Temp drop is 19*.
Found breaker tripped. I reset the breaker and removed and replaced disconnect. Cycled system to check. System is operating properly at this time. Thanks Brian
Found blower motor making a whistling noise. I tried to change the blower speed to quiet the motor. No luck. The furnace is 15 years old and making normal noise for a system it’s age and condition. Thanks Brian.
No cooling. I found a failed dual capacitor. I replaced the capacitor and cycled the unit with proper operation.

While having the budget conversation I discovered that it was 5k for both furnace and A/C. I still put an estimate together for Comfort and Payne and mailed the estimates.
