System is a water cooled air handler. The entire strip mall is utilizing a centralized chiller/cooling tower to move cold water throughout each individual shop within the strip mall. The system works by using this cold water to condense refrigerant, without being able to determine if the water is flowing properly, proper diagnosis not possible. If H&R Block is looking to stay at this location for the foreseeable future, an easier long term solution would be to isolate from the water cooled system and install a traditional air-cooled system with a condensing unit on the roof
