Cause of the issue was short in low voltage wiring going to outdoor coil. Replaced section of damaged wire. Short also damaged thermostat and wouldn’t being on AC. Replaced thermostat. System was also 1 lb low on R-22 and had a very weak capacitor on outdoor coil. Replaced capacitor. System is operating normally at this time.
