Found the water line with red plastic around it to be the most likely leaking pipe. The water near the pipe is warm which is more evidence that the leak is an active hot water line leak. I did not find any drips or water running down any pipes to give evidence to the leak being in the wall. Estimated time frame of completion would be 1-1/2 to 2 days. Once quote is accepted it may be 2-3 days before work will start. Work includes uninstalling the water heater and re-installing with code upgrades. Work also includes the repair of the broken pipe unless upon removal of concrete new evidence is found leading to a larger issue. Work includes replacing concrete after repair is complete.
