Upon further diagnosis I discovered that the main water shut off underneath the home was not working properly. In order to properly diagnose where the leak was I had to replace the old gate style valve with a new quarter turn ball valve in order to be able to isolate the issue. Once that issue was corrected I diagnosed that the issue was somewhere in the yard. I proceeded to then give the homeowner multiple upfront prices and options to get the issue resolved.
