The water heater was off on reset. Reset the control and it started properly, when the furnace turned on, the water heater was loosing oil flow and shutting off. Blew out the oil line going to the u der ground tank. Primed the oil line. Turned the furnace on then the water heater, the water heater was reading 420 ohms and staying steady for 8 minutes while the furnace was on. System is operating properly.
