Checked outside condenser unit and located the run start capacitor is failed and not working. Recommend new taps membership to reduce cost and annual preventative maintenance inspections. Customer has declined services at this time. Strongly recommend unit replacement due to aged equipment and failure on electrical components. Customer has declined estimate for unit replacement.
