The unit was frozen over from a dirty Air filter. I defrosted the system and found it was slightly undercharged. I charge the unit back to factory specifications and the unit unit is operating properly at this time.

There was a power outage in the neighborhood due to a severe thunderstorm last evening. 2 units, the unit to upstairs never powered back up after the outage. Found the breaker was flipped at the electrical panel. After switching it on the system powered on. The unit is now cooling.
Unit had a blown fuse from the thunderstorm. I replaced the fuse and the units operating proper.
