Upon arrival, I found the outdoor unit was in a hard lock out. The manager told me that they recently replaced the filter due to it being completely compacted. I reset the hard lock out and got the system running. I checked the amps, capacitor, and refrigerant. I determined that the unit had tripped 3 times on a low pressure switch. This resulted in a hard lock out on the outdoor unit. I did not have access to the indoor unit to further evaluate.
