The unit had a failed outdoor fan motor. I checked over the unit and found the outdoor fan motor had been wired incorrectly to the capacitor and was sending voltage to the compressor start windings. I fix the wiring and replace the 825 outdoor fan motor. The unit had been suffering from high starting amperage.
