Upon arrival to the location, I met with general manager Ethan who was aware of what was going on. I went upstairs and removed bottom panel from drinking fountain and turned off the emergency shut off valve. Moreover, I removed old filter and inserted new filter. I then turned water back on and ran the water for about 5 minutes to get the filter acclimated. The pressure seems to be working accordingly after filter swap on the upstairs fountain. All is well at the moment. Tech will replace upstairs drinking fountain water filter.
