Upon arrival client stated that inside u it would come on but not blow cold air. I proceeded outside with the client to check electrical components and refrigerant pressure. I noticed the outdoor fan running but the compressor was not. Upon further inspection of the unit I found that the 70/7.5 capacitor to be bloated. And read at 0 microfarads. The fan was on a separate 5MFD capacitor and was reading at 4.8/5. I also tested the Contactor and was only getting 10 ohms, which is also a concern and could cause the unit not to work properly. I presented the client with my findings and he has elected to wait on repairs at this time. I explained to the customer that without the capacitor that his unit would stay in the same state that it was in. Standing refrigerant pressures were at 220psig on high and low side indicating that there is no leak in the system. Client elected to turn the outdoor disconnect back on. Unit is down and not cooling upon departure.
