Arrived on site, found thermostat set to off. Client stated electrician was working on breaker panel and he was having various issues around the house. Started inspection at the furnace and found the blower motor would run normally when calling for fan. However, when the unit was put into cooling the blower would cycle on and off with the compressor running the whole time. Tested outdoor electrical and found no issues and turned off breaker to the outdoor unit for remainder of testing. With the outdoor unit powered down the furnace was still doing the same thing. Measured low voltage 24v and high voltage 120v to the motor. When reproducing the issue it was found that the voltage would start out normal but, would drop to 18-19v on low and 90v on the high before the motor would shut down and restart at 24v and 120v. Homeowner then reproduced very similar symptoms on his microwave and washing machine. Advised customer that this was a power issue and he would need to contact that electrici
