Gentleman on site lead me to apartment system in crawl space with compressor out by the pool. Checked indoor unit. Air filter, air flow, and drain system is good. Inspected outdoor compressor unit. Coils are clean and there are no issues found with outdoor equipment. After doing a walk through of the apartment, there are four 4x12 vents on the first floor where most of the cool air is coming from and only two vents on the second floor, one 4x12 and one approximately 2x12 toe kick vent. Attempted to adjust the 4x12 floor vents om first floor for partially close them down to force more air upstairs. Current registers are siezed open as adjustment screw and attempting to manually move the louvers does hot work. Will need new 4x12 registers on first floor to perform air balance.
