Upon arrival, thermostat was in cooling mode calling for cooling with no movement from outdoor unit. Air is blowing inside. Upon further inspection, found 60/5mfd capacitor has failed out of the +/-6% allowable range, and is reading 13/0mfd. Replace capacitor under parts warranty. Labor is not under warranty. Upon new capacitor install, outdoor fan kicks on but compressor does not. Compressor head thermal limit is properly protecting the compressor from getting too hot by not allowing it to stay running. Cool off compressor with garden hose. After compressor is cooled off, system comes on and operates as it should. Did not check refrigerant pressures as there is no issues suspected at this time. If this issue with wailing capacitors persists, recommend installing a hard start kit to take some of the load off of the run capacitor.
