Shut thermostat off at arrival to confirm that the Ecobee thermostat is no longer calling for Heat. The boiler is still on and running, and there is 9 volts at the zone valve when there should be 0.0 When R and W are Removed from the ecobee thermostat the boiler shuts down and the voltage at the zone valve returns to normal When R and W are jumped together the boiler fires normally but also getting low voltage at zone valve- should be 24 but it is 21. The boiler, piping, valves and all components are beyond outdated, can fail at any time and should be replaced. No repairs are recommended on the boiler system.
