When looking at the outdoor unit found coil clean free of debris system had frost rings around the coil. Inspected the 35 capacitor found it failed reading 21.67. When checking charge on system found it slightly under manufacture specifications. With outdoor temperature 29 degrees moisture from the coil frost as system operating.
