Call for a second opinion, found that the condenser was not energize, power was shut off to condenser at disconnect turned on and compressor hummed and turned off, temporarily installed a Hard start and compressor pulled over LRA and immediately turned off, checked compressor windings none were open or shorted to ground, compressor is either locked up or internal damage.
