Customer had high water bills all year. Went to shut off the whole house shutoff to test the water service and informed customer that she has a cpvc shutoff and they can’t be safely shut off since it’s highly likely to break. Also noted high pressure and excessive tension on the cpvc line with unstrapped thermal expansion tank. Before the leak can be diagnosed for next steps, a safe shutoff needs to be installed to see which side of the shutoff the leak is on, for this to be replaced the pressure needs to be under 80 psi and have a safely strapped prv and shutoff.
