Found that circulator pump was constantly running. First found digital thermostat for second floor does not have a common and is a battery thermostat. Customer supplied new batteries still thermostat did not work , he is going to replace the thermostat himself. So just touched the wires together for now and found zone head not working correctly, homeowner had just purchased one so installed zone head and cycled on. Turned on both zones independently of each other and now pump is shutting down correctly.
