Arrived onsite for no AC Service Call. Confirmed the thermostat is calling for cooling. Inside blower fan is operational. Outside condenser unit is not on. Immediately observed fault in the outdoor heat transfer media. The fins are deteriorated so bad that the refrigerant is not able to properly cool.
