Troubleshoot landscape lights not working. 60 amp two pole breaker feeding panel. Tested breaker and only got 120 out of one leg. Assumed breaker was bad and replaced it. Did not fix issue and half of breaker was still dead. One leg coming from meter was dead and meter had lock on it. Discounted breaker since it didn't fix the issue like I said and wasn’t comfortable wiring back up the old one live. Moved landscape breakers the working phase and got them up and running. Customer will contact Cobb emc.
