Hot water system was not fully heating water. Moved cold water supply from the holding tank to the tankless water heater. Capped the cold inlet on the holding tank. Added ball valves and check valves to the cold inlet and recirculation return line. Moved the recirculation service drain for easier access and operation. Bled air from all fixtures until water was hot and clear. The water heater is currently set to 165 degrees. I recommended turning the temperature down due to the high risk of scalding.
