I came out tonight due to plumbers working on the home the plumber had his drill plugged into a receptacle located in the basement by the tv/right of the door and and his bit made contact to the A/C outside and created a spark. I found that the Equipment Grounding Conductor on the receptacles is energized posing a very dangerous situation. The circuit controlling devices these is in the sub-panel located in the basement on #2 of the panel board. This circuit also controls the (17) recess lights and it also has an S/O cord leaving a junction box and going into the wall which is a violation of the NEC as well. For safety purposes I am removing the wire off the breaker so it cannot be turned back on and pose a danger to someone. I left an estimate for the repairs.
