I arrived to the customers home and they noticed that there was water coming up to their front yard. Initially, it was expected to be a water service leak between the meter and the home, but upon isolation and further investigating I was able to determine that this was a leak on the cold side past the main ball valve of the home. I did some thorough testing to find out that there was a half inch isolation valve going to the back of the house that would cause the meter to stop spinning. I figured out that the last homeowner ran a half inch soft copper waterline out the back of the home and made a DIY hose Bibb. I informed the customer that this is not normal practice and we need to be changed to get this issue resolved. In the process of doing a thorough evaluation of the system I was able to determine that the pressure in the home was being over restricted by the pressure reducing valve sitting at a static pressure reading of 40 psi.
