For this job, I performed an evaluation. Upon arrival, the homeowner told me that the outside unit was not coming on, but the inside unit was. I started the evaluation with checking the dual run capacitor and a hard start capacitor outside. The dual run capacitor was out of tolerance. I replaced the capacitor and proceeded to check for loose wiring, disconnecting, and reconnecting wiring. I then turned on the unit with the thermostat and it began to run within normal limits.
