I recommended a filter upgrade to prevent further dirt and debris from entering downstairs system, a uvc system designed to kill bacterial growth in airflow, and a level 2 duct cleaning with includes a clean of the dirty blower and coil. Upstairs system was clean and in good condition. Both drain lines flowed when flushed. Both outdoor units passed all electrical testing and are now nice and clean.
